The glass bowl on the fuel filter/water seperator seems have only diesel in, I can not see any seperation that would indicate water in it. Should it still be drained. If so after draing then the engine can be restatred right away. The engine is a cat C9 400 hp.

Ther is no need to drain the bowl of the water separator if there is no indication of water. It should be checked at each fill up. There should not be a problem starting after draining the water from the bowl.
